  1. I am not so sure they should have installed a pipe system. The water level may not have risen in the fashion they state. If you have a slow rising water level the erosion would not be catastrophic and the outlet would take a natural course. They still have not solved the problem. Don't know the path to the river but I think they should re think this one.
